The ECM decides on a fueling quantity and timing and passes that command to the PSG, the pump-mounted speed and governor module that sits on top of the Bosch VP44. The PSG is what actually meters fuel inside the pump.

That means there are three places the throttle command can die between your boot and the injectors:

  1. The pedal sensor. APPS output goes ragged, drops out, or the integrated idle validation switch disagrees with the pot.
  2. The ECM and its wiring. The ECM on these trucks lives on the side of the block and is fuel-cooled — it is not immune to heat-related faults itself.

Cool it down and it works again — until it does not.

The classic progression looks like this, over weeks or months:

  1. Occasional hesitation or a brief stumble under load, easy to dismiss.
  2. Dead pedal at highway speed, once, then fine for a while.
  3. Dead pedal more often, especially on hot days or after towing.
  4. Hot no-start: cranks normally, plenty of fuel in the tank, no start, no codes.
  5. Cold no-start too. The pump is done.

If you are at stage 3 or 4, you are not diagnosing a mystery — you are deciding how fast to act.

Diagnose in this order

This sequence is deliberately cheapest-first, and every step produces information that stays useful even if the next step changes your answer.

  1. Scan for stored and pending codes. P0216 is the code most associated with a failing VP44 and is worth taking seriously; P0251 and P0253 point at pump metering. P0122 and P0123 point at the APPS circuit. Absence of codes does not clear the pump — plenty of PSG failures set nothing at all.
  2. Install a fuel pressure gauge and read it under load. This is the single most important step on the list and the one most often skipped. You want a reading at key-on, at idle, and — critically — at wide-open throttle in gear, because that is where a tired lift pump falls on its face. The Cummins service manual gives the pressure spec by model year and pump configuration — what matters most is that pressure holds under full load rather than collapsing. If pressure is low, you have found the thing that is killing your pump, whether or not the pump has failed yet.
  3. Sweep the APPS with a multimeter. Back-probe the signal wire and roll the pedal slowly from closed to full travel while watching voltage. You want a smooth, continuous climb — from a low reading at idle to a few volts at full pedal (the exact window is in the service data for your model year). Any drop to zero, any flat spot, any jump is a failed sensor. Why the lift pump is not optional

This is the part of the job people skip and then pay for twice.

The Bosch VP44 has no separate oil supply. Diesel fuel is its lubricant, its coolant, and its hydraulic medium. The factory lift pump on these trucks was underspecified for that duty from new — it is one of the most consistently criticized components on the platform — and its failure mode is quiet. It does not usually stop. It weakens.
